It is not exactly a VCO so we will describe it. Internally there are two Gunn oscillator cavities than can be tuned with the small screw on top. Tunning range is around +/- 200MHz Each oscillator has a logic (TTL compatible) pin tha enables/disables the oscillator. The first oscillator works at 12 GHz while the second module works at 16GHz. Both oscillators are connected to a circulator whose fourth terminal goest to the output SMA. Inside each module there is a pair of power transistors than provide thermal stability to the complete module. The modules gets pretty hot (around 85C) and takes about 30 minutes to reach thermal equilibrium. Power output for the 12GHz is about: 12 dBm. Power output for the 16 GHz is about: 9 dBm. There are several power connections to the module but it seems only the +15 V on one side is actually connected. There may be some modules with more than one connection. You will have to either open the module or connect all of them. Items are used and most of the labels were scratched by military personnel.
